What is vape juice?

Vape juice is the liquid component in an electronic cigarette and goes by several names, including e-juice (or ejuice), e-liquid, e-cig juice, and vaping liquid. All vaping, no matter the size or look of the vape device, requires the presence of e-liquid to make vapor. What is vape juice made of?

Vape juice is typically made from base liquids (PG and VG), nicotine (regular or nic salt), and flavorings (including sweeteners).

Nicotine strength can vary from zero to 5%, while PG (propylene glycol) and VG (vegetable glycerin) serve as the base of the e-liquid. Are flavored vape juices legal?

In the United States, powerful anti-vaping (and anti-smoking) groups, led by the Campaign for Tobacco-Free Kids, have lobbied for rules and laws banning flavored vaping products almost since e-cigarettes arrived here in 2007. However, they have had mixed success.

Federally, flavors are not illegal, although the Food and Drug Administration (FDA) has not yet specifically authorized any flavored vaping products. The FDA has rejected marketing applications for millions of flavored e-liquids, but many remain on the market legally while court challenges proceed.

When the FDA gained authority over all forms of nicotine in 2022, manufacturers of e-liquid made with synthetic nicotine were given a chance to submit premarket tobacco applications (PMTAs). Many of those products are still under review by the agency, and can be sold legally until the FDA decides whether or not to authorize them.

Several states and many municipalities have banned sales of flavored vapes, although enforcement is spotty. No state where sales of flavored vapes are illegal has made possession or use a crime.

Worldwide, several countries have banned flavored vapes. In Europe, that includes Denmark, Estonia, Finland, Hungary, Lithuania, the Netherlands, and Ukraine.
